I think this expression can replace the "think" if someone think to try to find some solution or new idea.

Examples

Barnier: UK must come up with Ireland solution: EU Brexit negotiator tells UK to come up with solutions to the Irish border issue and prepare to include a level playing field in its future trade deal with the EU, if it is to be ratified by member states.

If I come up with anything new, I'll let you know.
We spend a lot of time to come up with the solution.
